Battery wear inaccurate
So I just downloaded batterybar and overall i'm very satisfied but I have a brand new hp dm3 and i charged it ALL the way and then used it for class until about 20 perfect and then i charged it again but i just took a look at it and it says i've used 9.3 percent batterywear on my laptop how is that possible? is it my battery or the program any help will be greatly appreciated

Here's a link to the wiki that explains Battery Wear.

The wear value is determined solely by the battery itself and the data that it reports back to Windows. I just pull in that data and show it to you.

9.3% wear simply means that the battery's current maximum storage capacity (in watt-hours) is 9.3% less than the battery's REPORTED maximum designed storage capacity. The higher the value gets, the less time your battery will last on a single charge.

The first time I wrote the code to check battery wear, my battery was around 15-20% wear. Now, it shows 43.5% wear. The battery lifespan is down to 2 hours from 3.5hours. So generally, I'd say that in my case, the wear level is pretty indicative of the battery's loss of capacity.

I also experience the inaccuracy of the battery wear calculation:

the first time i install the program and check the state it says that my wear is about 2.5%, then i discharge the battery, restart and recharge, and the wear is back to 1.7%???? how come the battery is recovering just by recharging???

As I mentioned in my previous post, that value is exactly as reported by your battery. There's nothing BatteryBar can do about that.

In your specific case, I have seen battery wear values drop. It's happened to me once. It's just reflective of the battery recalibrating itself.

Actually, a new Li-Ion battery may get a lower wear-rate (or jump up and down a bit) after some time of usage (after a couple of weeks or so). That has been the case for me with at least two different batteries.
